NOTE: permanent hair color dye absolutely needs a developer. Developer, typically hydrogen peroxide, is the essential component that opens the hair cuticle, allowing the dye to penetrate the hair shaft and deposit color while simultaneously lifting natural pigment. Ion permanent hair color and developer are sold separately.
